man_made=pier is fine in zoom>=16, but too thick in zoom<=15. Typical piers in harbours for sailing boats have 1-2m width with 20-30m distance. In mapnik maps they collide in zoom<=13.
man_made=breakwater should be rendered darker (medium or dark grey) then piers. A pier is a way, a breakwater is a barrier. They should have different colours.
