The tagging for a traffic light controlled pedestrian crossing on a road is given in the wiki as highway=crossing, crossing=traffic_signals. Currently this doesn't seem to have any special rendering in mapnik.

In the absence of any alternative rendering for such crossings, I would suggest that the combination highway=crossing, crossing=traffic_signals is rendered in the same way as highway=traffic_signals (ie with a small traffic light icon appearing at higher zoom levels).

I think generic highway=crossing (with or without crossing=*) should be rendered before.
Here is a location with some crossing not rendered :
