Now that jburgess has taken over tiles.osm.org, this would be a good time to look again at the tiles per ip restriction which has been put in place. Quotes like "I think this limitation is very efficient in keeping people from using Mapnik" do not seem to be encouraging.
I myself find that it is rather harsh and I often run out of tiles which can be frustrating. On the other hand we probably do want to prevent overzealous leeching (both consciously or accidently). Can we look whether bandwidth is really a bottleneck on that machine and increase the allowed amount somewhat?
Actually having a counter per IP in place that remembers all IPs on that day might cost something performancewise.
Some apache module like mod_cband (http://cband.linux.pl/) or other mechanisms might also work well to limit the downloads somewhat...

closing this one now. I don't know whether there is still a tile-per-ip limit at all and nobody has complained about this for quite a while, so I assume not.

There hasn't been a limit for some time - it was disabled because the housekeeping was too expensive and now we have the new tile server there really isn't a problem.
