Yes it does (assuming you mean the "My Tickets" report on http://trac.openstreetmap.org/report). I know this because I just used it. If you mean some other URL then please be more explicit about which link you are talking about.

You don't own any tickets, so no matches are found.

I suspect you were expecting that report to be tickets that you opened, but it is actually tickets which are currently assigned to you.

ok.. you should edit the phrase to "Ticket assigned to me" because i'm expecting My Tickets means Ticket opened by me.

change the phrase and close the ticket :P

I don't know if I can - that's one of the standard reports that come with trac. All those canned reports go away in the next version of trac anyway and you have to use the custom reporting tool.
