rename function get_germanified_name to get_localized_name

1To disable localisation just edit inc-de/i10n-settings.xml.inc

3Our localisation function can be used for any language using latin
4script.

6currently the localisation code does (roughly) the following:
7If exists Render name:XXX, otherwise check for int_name and name:en.

9Render int_name or name:en if they exist and differ from "name".

11If none of these conditions is met render "name" in case it contains
12latin characters and render transliterated name otherwise.

14localisation ist achieved by two functions:

161. The get_localized_name function (views/get_localized_name.sql)
17   written in PL/pgSQL
182. The transliterate function (directory utf8translit) written in C
19   using the ICU transliterator library which is called by the
20   get_localized_name function if desired.
