Re-introduced optimization to skip rendering of subtiles when empty tilestrip is encountered
Skipped tiles will simply not upload to the server, and NOT be marked "definetly empty"
to avoid accidentally deleting stuff on the server that should be there
(i.e. features that are only rendered on high zooms where the lower zoom tile doesn't contain any other data)
The behaviour can be forced by setting RenderFullTileset?=1 in general.conf by a dev
