[Submitted to the original trac issue database at 7.59pm, Thursday, 10th July 2008]

This is really a very small issue but still - when you try to do an upload without having made changes first merkaartor still asks to "review carefully the changes sent to OSM" and presents an empty preview window.

I would expect a message stating that uploading isn't possible because there is nothing to upload yet.

Actually, I would just expect that the menu item is greyed out until there are uploadable changes.
