Not quite sure why yet but it appears that the changes to add the diff support have messed up the formation of multipolygons.

This was fixed some time ago, I forgot to close this ticket:

osm2pgsql: Fix relation processing in non-slim mode. It now needs more memory during the processing since it needs to remember ways even if they dont have any tags
