Today the admin_level 8 is defined as municipality boundary in many countries (but not really often used because the lake of sources).
Its rendering starts at z10 where IMHO it should not be visible before z12 or even z13. See for instance http://openstreetmap.org/?lat=47.929&lon=7.451&zoom=11&layers=B00FTF .
Also the lines should be a bit more discreet because this level (and higher) of administrative boundary - which might be useful for location (making the tag is_in obsolete) - is not really interesting for a 'default' map.

admin_level=8 currently starts at z12.

The rendering itself for a given admin_level is inconspicuous enough, but what happens is that borders are stacked, making for darker lines. This is discussed in #2094, so comments can go there.
