Click the sign up link that points to http://www.openstreetmap.org/user/new [[BR]]
Click the log in link that now points to http://www.openstreetmap.org/login?referer=%2Fuser%2Fnew [[BR]]

The login page logs you in and redirects you back to the sign up page.[[BR]]

The sign up page shows the login and sign up links indicating you are not logged in. Click the login link again and repeat the cycle.[[BR]]

It took me a few attempts until I realised what was going on. Perhaps the sign up link should make you log out first or at list indicate you are loged in like other pages on the site.
