Here you can see a railway under construction:

The wiki describes osmarender rendering as a dashed version of a normal railway, but I obtain a dashed white line instead.

Simply showing the core and dash it works for the railway type which are rendered as simple color lines like monorail or narrow_gauge. Changeset r12861 introduces correct dashing for the more complex ones construction=subway and construction=rail.
