This is how it is supposed to work - a default scale is chosen when the export panel is opened and after that it is up to the user to choose a scale. If we changed it when the map was zoomed we might wind up changing a value that the user had entered manually.

If you open the export tab, then zoom into an area, the exported image gets smaller each time. I think it's because the scale remains the same.
Closing then re-opening the tab gives you better results.
