Set landuse on a way A as X
Set landuse on a way B as undefined
Make a relation C for an area of inner A and outer B
Set landuse on C as Y
Result -> C will be shown as landuse X instead of Y

I think I followed your steps and ended with the relation C having landuse Y and inner area with landuse X, which seems ok to me.

What should be the expected results?
