Admin boundaries are drawn after everything else. They don't exist in reality and are just an arbitary framework that we chose to incorporate in the map, hence are plotted on top of all other data

The admin_level border renders above the shields that give the ref of highway=, see example:

It's the same in every zoom level that has ref shields.
