motorway_junction should be rendered above other things

Description

Nodes tagged highway=motorway_junction should not be obscured by other features. Some of them in the UK are tagged with layer=3, which is slightly naughty, since it's tagging for the renderer.

These nodes should be rendered above all other road features.

As far as I can tell from the picture the node is rendered above the street. That is correct and makes sense because feature of lower dimension are drawn above features with higher dimension. The problem seems to be that the _label_ of the point is rendered below the road.

Where there is a change in layer, e.g. a road with layer=0 connected to a road with layer=1, the road with layer=1 is rendered above the label, resulting in the disc being obscured by part of the road. I'll see if I can take a better grab somewhere.

I was just directed here from #3248. How about creating a false "layer 6" that all motorway_junctions would be rendered on in osmarender? Nothing else would be rendered on this "layer 6", even if it's tagged for it because it would be rejected (or just rendered on "layer 5"). I think this might be the best solution to this problem.
