Mapnik seems to ignore the "layer=*"-tags of rivers. [http://www.openstreetmap.org/?lat=48.051367&lon=8.208524&zoom=18&layers=B000FTF Here] is an example of this behavior. The river is tagged with layer=-1, the building is tagged with layer=1 (and i just added an area highway=pedestrian on level 0 and put a section of the river into a tunnel, but that was of course too late for the weekly dump, so you won't see it in mapnik now).

This was probably already adressed some time ago.

I see the river rendered below the building and the pedestrian area.

Please reopen if you have additional examples or if the current one is still not right.
