Parish boundaries (admin_level=10) seem a little prominent in some zooms in the osmarender layer, e.g. in z13 they are rendered with wider strokes than higher boundaries. Attached patch reduces the size for z12->14

this is quite a good idea, an example of this problem is here:

there you can see 3 different types of admin level:

inside "Radebeul" admin_level=10
between "Radebeul" and "Coswig" admin_level=9
and along the river Elbe and between Dresden and Radebeul admin_level=6

in different zooms admin_level=10 also changes it thickness acourding to the other types of admin_level

also i think it isn't necessary to render admin_level=10 at lower zooms than 12

nobody who likes to fixe this?

here is an other example of the problem:

border of the city (level 8) is rendert smaler than level 9 border

Well, I'm still waiting for comments how that interacts with bug #1332. But I guess I should just apply this patch since the patch for #1332 is broken anyway.
