I believe the problem of the numerous error reports that map.rb transfere seg-id's which are not transfered before could come from the problem, that the server allow the deletion of a line segment that is part of a way (without changing the way).

(I think the best solution to this class of problems is to seperate the database tables into "history" and "current" and have all referencing ids be foreign keys to the other current tables.)
