This simply disables all snapping to GPX nodes. With it, you can display
your GPX tracks and draw nodes and ways without being bothered by those
numerous nodes right in your way. They're visible but harmless at last.
Maybe this should be an option so that the user can decide.

PS: Beware, Trac does not display the entire diff file in its HTML preview. It only contains the first file and then stops. See the original file for all changes. (E-Mail was better to read diffs, at least in Thunderbird.)
