I am submitting a toilet symbol (adapted from the SVG symbol used by Osmarender) for use in the Mapnik layer.

I suggest that a new Mapnik layer is added after the restaurant rule:

<Rule>
      <MaxScaleDenominator>20000</MaxScaleDenominator>
      <Filter>[amenity]='toilets'</Filter>
      <PointSymbolizer file= "c:/mapnik/symbols/toilets.p.16.png" type="png" width="20" height="20" />
    </Rule>

I have chosen a MaxScaleDenominator of 20000 so that the symbol appears when zooming to show a complete map of a typical park.

I have chosen a symbol size of 20 pixels to match the pub symbol. The symbol is unreadable if the cafe/restaurant size of 16 pixels is used.

Done in this week's render, with an icon from the set I have been using all along.
