Currently using the parallel ways tool in Potlatch (P key) creates two ways parallel to the current way, on either side. I generally use this feature when I've traced one side of a dual carriageway, so I only really need one extra way. Richard tells me it was easier to do it this way than try to offer the user an option of which side it goes on.
I'd suggest that an easy way to offer this option would be to compute the normal of the way's direction (as shown on the "Direction of way" button), and then have the parallel ways dialog present a button just like the "Direction of way" button indicating which direction the new way will appear in (defaulting to the normal direction), with the ability to click the button to flip it 180 degrees.
