cannot restrict zoom-out with maxExtent and maxResolution #1522

I have not been able to restrict zooming out when using OSM maps. I have a simple example at:

http://japhy.perlmonk.org/maps.html (also attached)

The OSM map starts with the right image, and I cannot pan outside my requested boundaries, but I CAN zoom out as much as I want. The equivalent OpenLayers code DOES restrict my zooming... it doesn't work with OSM as far as I have seen.

This doesn't appear to have anything to do with us - if you need help using OpenLayers I suggest you ask on the OpenLayers mailing list or something.
