To tag elements with results of smaller cascades of rule-else-decisions may simplify further drawing of lines and avoid very large cascades of rule-else with a lot of nearly duplicate code, complicate to support further on.

a <set ...> is needed and something to easy refer the contents of temporary tags inside drawing instructions and other rules

As side effect different ways of tagging (highway=construction construction=primary versus highway=primary construction=yes) and supporting of old tagging styles and shortcuts (highway=cycleway versus highway=path bicycle=designated) many be simplified: at the start of rules one sort is re-tagged and further on only one version is used in rules

Without having looked much at it it sounds hard to do in XSLT.

Would be nice, but it would take someone to actually implement that. I'll leave that open, but I am not going to work on it myself.
