Areas with border lines should draw the border on the "inside". When zoomed out, small areas appear larger or small details in an area get smudged. A lake loses its small islands if they are a part of a multipolygon for example.

I think this is possible, though a little bit of trickery is involved.
define a path with no rendering style, in the shape of the area.
have an object whose shape is a reference to the path in the previous step, with the desired rendering style, except line-width should be twice the intended result
give that object a clip-path which again references the path in the previous step.
It's been a while since I've read the SVG spec so my terminology may be a bit off, but I think this should make sense.
