Import png, gif or jpeg files from disk and display them as backgrounds.

JOSM should extract and store meta information within the file (if possible? maybe in the config file?). As example the location where to display the file and the projection used.

If the meta information does not match during load, ask the user whether update meta information or change JOSM to respect the data.

The image should be displayed in an own background layer.
