My town (http://openstreetmap.com/?lat=44.4749&lon=-73.1979&zoom=14&layers=B000FTF) is home to a rather large university (university of vermont) and a much smaller college (champlain college). I have tagged their areas respectively as amenity=university and amenity=college. When looking at Mapnik, the label for Champlain College shows up at Z14 while the label for University of Vermont doesn't show up until Z17. It seems to me that the should show up at the same zoom level, or if anything the University should show up first.

I have changed things: bold for Uni, brought in before college (which now has it's own filter). Unfortunately it does not show particularly with this example. This is because mapnik places text labels for areas at the centroid of the shape. At early zooms the position that Uni falls is "busy" and it suffers from mapnik's inflexible clashing tests and gets dropped till later.
