New users doesn't understand the logic behind the red dot background.

So they re-dray some nodes / ways / ... and this lead to multiple duplicated road.
I've seen this a couple of times and this is not really cool.

So i suggest to disable the node creation in red-dot-background zone.

Maybe it can be an option in preference to disable this behavior.
