FrankM: Download data only to a specific data layer

Imi: JOSM had support for more than one data layer in former versions. I removed that support, since it is very confusing if you edit on the wrong layer. I wait here until I found a system where more than one data layer cannot interfere with typical standard uses ("Just open some files, edit and upload etc.."). Users should not be punished by features.
