Try this (merkaartor 0.13.2 in WinXP):

download an area with some existing streets.

create a new way with the first node directly on an existing way, so that merkaartor shows a fine line to indicate that you can click exactly on this way when your mouse pointer hovers over it. End the way where you want.

verify whether the new way is connected to the existing way by selecting the move mode: move the first node of the new way, so the old way has to be dragged as well.

select undo after that to have the new way like it has to be.

upload the data to the OSM server.

Close merkaartor and reload the area with any editor you want.

Is the first node of the new way still connected with the old way? try the move mode!

In several times I had new ways that were not connected with old ways AFTER upload.

Can anyone confirm this?

I can confirm this, also 0.13.2 on WinXP.
