I already provided you the way, now review the way it is crossing. And observe that way has a higher layer number, and should go over instead of under.

Outlines of (high)ways are drawn at the lowest level, while the baseline respects its layer.

Agreed, but too difficult to solve. Merkaartor is still an editor, not a renderer ;-)
