Attached patch fixing secondary being painted above motorway/trunk/primary in z12. Now limited painting secondary as road to z11.

This patch is needed for situations where higher level (primary/turnk/motorway) roads are nearby secondary roads, because only in z12 they are painted over by the nearby secondary road.
