if you zoom in and out you notice that via C. Colombo is indeed primary (2x3 lanes in the center) as well as secondary (2x2 lanes laterally). In Zoom 12 the secondary is overlapping the primary.

This patch is needed for situations where higher level (primary/turnk/motorway) roads are nearby secondary roads, because only in z12 they are painted over by the nearby secondary road.
Check this area marked here, where a trunk road is sided by a secondary road and is covered by it only in zoom level 12: http://www.openstreetmap.org/?mlat=36.3038&mlon=59.6656&zoom=12&layers=B000FTF
