If a new object is added in Potlatch, then a preset (e.g. primary highway) selected, and the changeset saved before clicking off the object, that object gets saved with the tag prompts as follows:

highway = secondary
name = (type road name)
ref = (type road number)

Normally when clicking elsewhere on the map, any empty tags and their prompts from that object are removed, so they wouldn't get uploaded.
