Currently, if you want to select a relation you should first zoom out such that the whole relation fits in the window. This is kind of cumbersome if you are editing long relations. Say you are adding a missing road of a cycle route crossing the whole country. You first have to zoom out to view the whole country and select the relation. Then you have to zoom back in order to select the missing way.
Most often the dashed border of the relation is visible but it is only selectable when fully zoomed out. It should be made possible to select the boundary whether it completely fits in the window or not.
