potlatch generates strange double bytes characters instead of the correct roman character with diacritic mark.
this error seems to occur on linux and macOS platforms.
this may also occur in non roman charactersets.

most of them should have been fixed with xybot, but alone in the last two weeks there have been 73 newly found entries in the planet file. see: http://www.openstreetmap.org/browse/changeset/1348735 and http://www.openstreetmap.org/browse/changeset/1350856
