Search form not translated in some cases #1909

Author: tom[at]compton.nu I think this was probably a caching issue - due to a quick of the way the server was setup the export page was getting two contradictory Cache-Control headers, one of which asserted that it was cacheable for a week. I've fixed that so that it is now marked as uncacheable like the other pages and also added a Content-Language header to the responses so that caches can distinguish between responses in different languages. |

When going from map view tab to export tab the search form is translated ok on both.
When going from history tab to export tab the search form shows untranslated.
Same happens with Map key in main menu (the rest of the menu is translated nicely) and "The Free Wiki World Map" under the logo.
