The rendered relative widths of waterway=river and waterway=canal are not consistent at different zoom levels.

At zoom 18 & 17 the widths are the same. This is probably OK for these scales
At zoom 16 & 15 river is wider than canal. This would be my preferred relationship.
At zoom <= 14 canal is wider than river. This is definitely odd!
