geocoder localization disregards logged in user's preferred language (as set in his profile) and only takes into account accept-language header as sent by the browser.

This can be rather unexpected as the site normally behaves differently (logged in user's preference in his profile have priority over http headers).

(In [16517]) Lookup the user before setting the locale. Fixes #2068.
