Place labels should always get priority

Look at http://www.openstreetmap.org/?lat=48.5029&lon=9.2116&zoom=12&layers=B000FTF
and say where Reutlingen can be found. (It is between Betzingen and Pfullingen.)
This is a rather big city so it doesn't look very professional that its name is simply not shown.
This greatly reduces the usefulness of the Mapnik map for browsing around looking for different cities.

(Same here http://www.openstreetmap.org/?lat=48.7033&lon=9.6674&zoom=12&layers=B000FTF with Eislingen/Fils? which is between Göppingen and Salach.)

I think what happens is that other objects are given priority over the place label.
In both cases it is probably the train stations but I think I've also seen cases where the box showing the ref of a road was found to be more important than the city name.

This shouldn't happen, place labels should always be shown unless they clash with other place labels.

An example of a ref label being given preference over the place label is Schwäbisch Gmünd just north of Eislingen/Fils? whose name disappears at zoom level 12:

There are several schools here, but the "P" icons for their various parking lots seem to get priority over the school labels.
