as citywalls are usually very big and prominent (good for orientation) and there is usually just 1 (well sometimes more, in Roma there are at least 2), I suggest to render them more prominently in mapnik.

Currently the name is rendered until zoom 15, and the wall itself just until z16 (IMHO a bug that there is the name without the feature)(please see here for example)

Your example has multiple tags: http://www.openstreetmap.org/browse/way/27524193

historic=citywalls renders 14-18 (the thick gray line)

barrier=city_wall renders 16-18 (the thin black line)

I don't know when it was changed, but it renders at more zooms than you describe. At z14, they're hardly recognisable anymore.
