Incorrect rendering of coastline #2187

The coastline off of Santa Barbara, CA USA is rendered correctly at this zoom on the website:

http://www.openstreetmap.org/?lat=34.3943&lon=-119.7306&zoom=13&layers=B000FTF

But not at the next zoom level:

http://www.openstreetmap.org/?lat=34.3943&lon=-119.7306&zoom=14&layers=B000FTF

It looks like the fill algorithm doesn't correctly deal with a city boundary extending out into the ocean at zoom == 14.

I'll attach screen shots as correct.png for zoom=13, and incorrect.png for zoom = 14.

osm.org no longer generates its own coastlines, but now gets them weekly from openstreetmapdata.com

Additionally this ticket was against the old stylesheet and osm.org has switched to the openstreetmap-carto style, which has an issue tracker at https://github.com/gravitystorm/openstreetmap-carto/issues
