Currently if an amenity=bank has a 'name' tag then this is shown on the map. But according to
http://wiki.openstreetmap.org/wiki/Tag:amenity%3Dbank the 'operator' tag should be used instead
if you want to indicate which bank company this branch belongs to.

'operator' for amenity=bank should be shown on the map in the same style as 'name'.

Decisions about what to render on the map and how to render it are made by the cartographers designing the rendering, not by random people issuing orders on the wiki.

You also haven't said which rendering you're talking about, so I have no idea who to assign this to.

Nobody is issuing any orders, I just wanted to suggest some extra information that
could be rendered, since there are lots of amenity=bank nodes on the map that have
operator but do not have name. Before filing the request I thought I should check
on the wiki that this tagging is correct (otherwise, it would be better to fix the
map data). I didn't mean to imply that everything documented on the wiki must
necessarily be rendered on the map tiles.

Apologies, I meant to say this is referring to the default slippy map shown on the
OSM home page. Should I have filed under component 'Mapnik'?

Do you have a few examples of banks with just operator set, and with both operator and name set?

Node 255396265 is a bank that has both 'name' and 'operator'.

My personal feeling is that 'name' should be for the name of this branch, for example
'Cheapside branch' or 'Watford branch', not for the name of the company, which is
what 'operator' is for. But tagging with name is not unreasonable. I would say
that if both name and operator are present then, for the time being, show name.

There aren't many node with just operator at present; people tend to tag name instead
since that's what is rendered on the slippy map.

Not quite that straightforward. I see banks tagged as name=NatWest operator=RBS and name=Abbey operator=Santander.
