Hi,
in Italy for instance, lots of hiking paths are numbered. In order to get the number shown, these commonly also use the name key for the number, in addition to ref.
So for that reason, the ref should be shown. Since the name is centered on the line, the ref could be drawn along it with a dy offset.

While I do find this justified, I am worried about overloading the main Mapnik layer. In my opinion it would make sense to offer a choice of map views - we have the feature but I find it severely underused.
I have in mind a menu like the following:
Street map (=Mapnik as we now know it)
OpenCycleMap
Hiking map (with track refs rendered - maybe we can combine this with OpenCycleMap into a hike-and-bike map view)
Public transportation (lines on a grayed-out street map background)
Other special-purpose map views we can think of: nautic maps, skiing...
That would be a long-term solution... a quicker win would probably to integrate it into OpenCycleMap - I guess it fits better there then in the main Mapnik view.
