There is the hardcoded word and in the Map Key which is not translatable, e.g.
*Common'' *and''' ''meadow'' or ''Lake'' '''and''' ''reservoir''. The Upper Sorbian translations are ''Powitkowny'' '''and''' ''uka'' resp. ''Jzor'' '''and''' ''spjaty jzor''. The word 'and should be translatable into other languages on translatewiki.net.

It is actually translatable, but it's a part of rails itself so you have to translate rails rather than OpenStreetMap and that is not currently available on translatewiki.

The resource files which control the rails translations can be seen here:

http://trac.openstreetmap.org/browser/sites/rails_port/vendor/plugins/rails-i18n/locale

But ideally translation should be done upstream in the rails-i18n plugin rather than in our local copy.

The rails translations are much better now so this is most likely fixed but in any case the place to fix it is upstream:
