When using custom tiles, magnify tiles from lower zoom levels if higher zoom level version are not available. #2341

When using USGS topo maps as background for tracing, there's not much use in creating tiles beyond zoom level 15, maybe 16. This is a bit of a problem, because at level 15, tracing is inaccurate and the covered area is pretty large, so downloading the OSM data can take quite a bit of time.

The current solution is to create tiles at level 17, but this results in a huge blow up of disk space.

E.g. a single 13MB USGS .tif file results in 122MB of disk space at zoom level 17... Also, generating the tiles takes a lot more time.

It would be nice if there were some option in Potlatch to have it check out if lower resolution versions of the same tile were available.
