Potlatch repeatedly uses the Lego method of constructing i18n strings. I.e. concatenating two different strings in a way that enforces word order. See [http://translatewiki.net/w/i.php?title=Special:Translate&task=view&group=out-osm-potlatch&language=qqq&limit=250 a partial list of the noted issues.

This is broken for any language whose grammar doesn't closely match English.
