If you browse the map on the mainpage on layers like mapnik or osmarender, fast zoom in take ages. Because Openlayers seams to load to many tiles around the current view and does not abort the downloads due zoom-in.

So the browser load all tiles for all zoom levels if you fast zoom in to level 17 from level 0. Over slow connections or on high serverloads a problem. I wait sometimes many seconds for a simple view on a map on a 128 KByte/s connection.

Else: The view could be accelated from userside if you zoom in fast one or two levels and press permalink, the load of the whole site plus the new zoomlevel is faster than normal zoom in.

I'm not quite sure what you mean by "fast zoom" exactly, but it sounds like any bug here is a bug in OpenLayers not OpenStreetMap.
