Could get JOSM to download incomplete ways by getting the way, then all segments of the way
that it doesn't have already, then all the nodes referrred to by the segments that it doesn't already have. This would be ideal for dealing with long ways like motorways.
Yes, this would be lots of individual requests to the server, but then so is uploading stuff.

I've just noticed that if you download a map from the server, that includes a way that goes off the map, even if you subsequently pan to include it, then download the rest of the way, that JOSM doesn't then recognise that it's got all the segments of that way, and it still thinks that it's no more complete than previously (the newly downloaded segments that are part of that way aren't recognised as such). If you save and load the data to local disk, then it will recognise the entire way properly.
As such, this "incomplete way" enhancement I thought up earlier has become a defect, not a wishlist item.
