If the user would visit /user/new?lang=is the website should set a cookie with lang=is and redirect to /user/new. The cookie would take precedence over Accept-Language but not the user language, if the user then signs in.
If someone with a lang=is cookie creates a new user "is" should be added to the front of the list of languages in preferences.
If all this were implemented I and others could point users to the OpenStreetMap website, the users would see it in their native language and after they sign up it would continue to work in their native language as expected.

I'd like to link to http://openstreetmap.org/?lang=is or http://openstreetmap.org/user/new?lang=is to show anonymous users who don't have Accept-Language properly set up how the website looks like in Icelandic.
