This is the expected behaviour - while the changeset is open the closed time represents the expiry time, when the changset will be automatically closed if it hasn't already been closed by the user. That is one hour after the last change made to the changeset.

When a changeset is open the Created at time is correct. However the Closed at is not, it is an hour early.
At: Tue, 22 Dec 2009 19:50:24 +0000 changeset 3429794 shows:
Created at: Tue, 22 Dec 2009 19:45:34 +0000
Closed at: Tue, 22 Dec 2009 20:49:02 +0000
As you can see cloased at is an hour early.
Once the changeset is closed the time is correct.
