It seems to me that ref shields are not rendered nearly far enough out.
For example, at zoom level 11:

At this zoom level, the map is just a mass of unidentified roads. At the very least, the primary road should be identifiable on this map. Probably the secondaries should as well.
Similarly, at zoom 12:

Here, the secondary roads should certainly be identifiable by ref.

The tertiaries should be identifiable. But its not until you get all the way in to zoom 15 (e.g. http://www.informationfreeway.org/?lat=44.658928852809744&lon=-90.42263035232445&zoom=10&layers=00000F0B0F) that it becomes possible to identify a tertiary road. At this point, youre pretty much looking at nothing but that road, at least in rural areas.
It should not be necessary to zoom so far in to find out what a road is.
